‘We are aware of Indian involvement in Balochistan’

    Wednesday, 21 Oct, 2009

ISLAMABAD: Interior Minister Rehman Malik has said that there is clear evidence of Indian involvement in Balochistan and that New Delhi should not be pointing fingers at Islamabad.

The interior minister said that India must be prepared to come to the table and discuss their concerns. He added that Pakistan is well aware of the Indian involvement in Balochistan and if given the opportunity, they will present officials in New Delhi with concrete evidence.

He was responding to Indian Prime Minister Manmohan Singh’s statements, when the federal minister warned that India should not hurl accusations at Pakistan as it is fighting a war on terror and is also holding trials of the Mumbai attack suspects. He said that India should respect Pakistan’s judicial system.

Condemning the twin bombings at the International Islamic University in Islamabad yesterday, the federal interior minister stressed that militants are now aiming to create panic in the country and that innocent civilians are being targeted.

Pakistan is not weak; it knows how to defend itself, said Malik. He assured that security zones will be set up in the federal capital.

Rehman Malik also condemned the killing of Iran’s revolutionary guards on Sunday.—DawnNews

Malik also talked of Indian involvement in Baluchistan and that Pakistan has 'proof'. Does make one wonder what sort of proof/information all these countries have about other that they rarely bring to light.

    Assalamaoalukum,

I like what he is saying......sounds like our good old Musharraf...

India behind most terror attacks, says Malik
Thursday, 22 Oct, 2009 Interior Minister Rehman Malik stressed that militants are now aiming to create panic in the country and that innocent civilians are being targeted.

ISLAMABAD: Interior Minister Rehman Malik on Wednesday accused India of sponsoring terrorism in Pakistan, saying Delhi itself would be responsible for any terrorist attack if carried out in future on its soil.
‘We have solid evidence that not only in Balochistan but India is involved in almost every terrorist activity in Pakistan,’ the minister said after attending a meeting on security of educational institutions.

The interior minister’s statement that India was patronising terrorism in Pakistan raises a question why the interior minister had remained silent in the past and why the evidence of Indian involvement was not made public in the beginning.

Mr Malik asked his Indian counterpart Chadambharam to stop blaming Pakistan for terrorism in India, saying: ‘Mr Chadambharam should first take care of his own country and then blame Pakistan. Don’t threaten us. We can give better ones to you.’

APP adds: He said that the Indian interior minister should arrest culprits of Samjhota Express bombing, killers of Rajiv Gandhi and many more such incidents instead of blaming Pakistan for being incapable of coping with terrorists.

‘If we talk about composite dialogue, they (India) should not consider it our weakness at all,’ he added.

He said India had made it a practice to threaten Pakistan every three months, adding: ‘We are a nuclear state and not so weak. We better know how to retaliate.’

The minister referred to the Indian prime minister’s statement that more Mumbai-like attacks could take place in India and said: ‘I ask the Indian prime minister that if they have any information about more Mumbai-like attacks they should share these with Pakistan and we will look into them, but if India does not share anything with us then they would be responsible for any incident,’ he said.

‘I have time and again said there was Indian involvement in Balochistan and we have evidence, which could be shared with India, if they agree to come and sit with us,’ he claimed.

About Mumbai attack, Mr Malik said: ‘We have yet not received the seventh dossier, but we have arrested all seven accused of Mumbai attacks.’

Pakistan would definitely take action against Hafiz Saeed if he was found guilty, but the government could not take action against any citizen of the country without solid proof against him, the minister said.

In reply to a question, the minister said that Pakistan had earlier handed over 18 accomplices of Abdul Malik Rigi, including his brother, to Iran.

He, however, said that Rigi was not in Pakistan and said he was in Afghanistan and ‘we can even point out his exact location in Afghanistan’.

To a question about installation of biometric system at the Pak-Afghan border, he said around 50,000 people crossed the border daily.

‘We have installed a biometric system on the Pak-Afghan border to check the movement of the people and the matter has also been taken up with the Afghan government and they have also agreed to install a similar system at their side of the border.’

Pakistan asks India to stop opportunistic propaganda
    Saturday, 24 Oct, 2009 11:12 pm

ISLAMABAD : Pakistan says that Indian Foreign Secretary's remarks regarding safety of nuclear assets are evidently self-serving and integral to India's efforts to seek unilateral advantage at the cost of regional strategic stability by its feverish militarization and working on dangerous military doctrines.

Foreign Office spokesman Pakistan has refrained from commenting on India's own record on nuclear safety and security and its overt and covert endeavours to build its WMD programmes. He said instead of finger pointing, India should accept our proposal for promoting regional strategic restraint regime and work with Pakistan to promote strategic stability in South Asia. Suggestions to this effect were made to the Indian Foreign Secretary at the recent meeting of the two Foreign Secretaries in New York. It is also time that India stop its opportunistic propaganda against Pakistan.

Islamabad to take up issue with New Delhi; sights now on Srarogha as Kaniguram secured

    By Muhammad Anis

ISLAMABAD: Pakistan has found concrete evidence of India’s involvement behind the trouble in South Waziristan Agency (SWA) and would take up the matter with the Indian government.

This was stated by Director General Inter-Services Public Relations (ISPR) Maj-Gen Athar Abbas at a joint media briefing with Information Minister Qamar Zaman Kaira on the ongoing operation Rah-e-Nijat here on Monday.

It merits mentioning here that it is for the first time that Pakistan has categorically said about India’s hand behind militancy in South Waziristan. General Abbas said a huge quantity of Indian arms and ammunition, literature, medical equipment and medicines have been recovered from the Sherwangai area near Kaniguram.

He said the Foreign Office had been informed and the matter would be taken up with the Indian authorities through diplomatic channels. The military spokesman said security forces have completely secured the control of Kaniguram. He said there were fortified positions and bunkers in the area being used by the militants to target security forces. He said the entire area had been cleared of mines and improvised explosive devices (IEDs). He said five truckloads of arms and ammunition have been recovered from the area on Monday.

The DG ISPR further claimed that Karama village in East of Kaniguram was also in control of the troops.

General Abbas said the operation was progressing according to the plan and the armed militants were defeated on all fronts. However, he pointed out that it was not clear that the top leadership of the Taliban had fled to North Waziristan or was still in the area.

The military spokesman said the militants were effectively been dislodged from their hideouts which meant they stood disorganised now. “If they are dislodged, we will be moving very close to victory,” he remarked.

Answering a question about the closure of some half a dozen security check-posts by the US-led Nato forces in Afghanistan close to Pakistan’s border, he said: “We have been told that it was re-adjustment of the posts.” He said Pakistan had sought information on the ìre-adjustmentî of posts as closure of posts in certain sensitive areas will certainly affect the ongoing military operation.

He rejected the notion that the prior announcements about an impending operation in South Waziristan gave time to the militants to be ready for it, saying that security forces kept on making preparations for the offensive while aerial strikes were being conducted.

On the Razmak-Makeen axis, he said, security forces are consolidating their positions on the ridges, along the Razmak-Makeen road. The important village of Cheena, just adjacent to Makeen, has been secured, he claimed.

Information Minister Qamar Zaman Kaira, while responding to a question about the reports that US Secretary of State Hillary Clinton during her recent visit urged Pakistan to launch operation in North Waziristan and Balochistan, said Pakistan was not bound by advises given to it.

Answering another question, he said the Inter-Services Intelligence (ISI) chief’s visit to Saudi Arabia was part of bilateral contacts on different levels maintained by the two brotherly countries. He said General Ahmad Shuja Pasha’s visit had nothing to do with the domestic politics of Pakistan.

The minister said while it had been decided to raise the issue of South Waziristan unrest with India, Pakistan would not deviate from the peace process aimed at resolving lingering disputes between the two countries.

APP adds: Kaira said terrorists in South Waziristan have been surrounded from all sides and there is no chance for them to escape in large numbers. He said the entire nation is extending complete support to security forces engaged in purging the country of terrorists, who are targeting the civilian population out of desperation.

Condemning the Rawalpindi blast, he said people of Pakistan, the government and armed forces are committed to eliminating terrorists who are trying to harass the people through cowardly acts.

ìThe successes of the military operations in Swat and now in South Waziristan speak volumes about the professional capabilities of the armed forces,î he said. The minister said 45,138 displaced families of South Waziristan have been registered so far. The records of remaining families are currently being scrutinised by the National Database and Registration Authority (Nadra), he said.

Our Wana/Peshawar correspondents add: After seizing control of Kaniguram, security forces are reportedly advancing on Srarogha. Official sources said Srarogha was under siege from four sides and was likely to fall in the next 24 hours.

Military officials said a dozen militants were killed and six Army soldiers suffered injuries in two separate engagements with the militants in Srarogha and Kaniguram. Local sources said the troops continued house-to-house search for militants and their secret training facilities and hideouts in Kaniguram. They said a huge quantity of explosives was recovered during a search operation in upper part of the Kaniguram town.

The political administration officials said the troops in another sector moved towards Ladha on Monday. One official said the village of Malak Shahi had been captured after the seizure of Tauda Cheena. The troops, he said, had advanced to the Tehsil building in Ladha.

The ISPR statement said the military expanded its positions on ridges from different directions towards Srarogha. It said the militants were firing mortars and small arms at the troops from time to time. Four militants were killed and six soldiers injured in a clash in the same area, it added. The troops also conducted operations in Shin Sar, Guru Sar and Mangora Sar.

According to the ISPR, eight militants were killed in clashes with the Army troops. Nowadays there is no comment from the Taliban, who refuted the Army claims in the first week of the operation and insisted that only three of their men had been killed.

Nuclear war real threat in South Asia: Gen Kapoor

NEW DELHI: The possibility of a limited war under a nuclear overhang is still very much a reality in South Asia, Indian Army chief General Deepak Kapoor has said.

Addressing a seminar on “Changing Nature of Conflict: Trends and Responses”, Gen Kapoor said South Asia had gradually emerged as one of the epicentres of conflict and instability. He said the situation would “further worsen since there was neither any political or diplomatic unity nor any common ground to build a consensus to fight this new war”.

Indian Army chief's remarks reflect offensive nuclear doctrine: Pakistan

Islamabad: Pakistan Tuesday termed Indian Army chief General Deepak Kapoor's remarks on the possibility of a limited sub-continental was reflective of New Delhi's "offensive nuclear doctrine".
In response to a question on Kapoor's reported remarks that "a limited war under a nuclear overhang is still very much a reality at least in the Indian sub-continent", Online news agency quoted an official spokesman as saying they reaffirmed "India's dangerous and offensive nuclear doctrine".

Kapoor made the remarks Saturday at a seminar on "Changing Nature of Conflict: Trends and Responses".

The spokesman said that the international community should take note of Kapoor's remarks and India's long-term intentions.

Holding that the major global powers have a particular responsibility in this regard, the spokesman added that they should refrain from taking steps that in any manner negatively affected the strategic balance in South Asia.

The spokesman also said that Pakistan is fully capable of safeguarding its national sovereignty and defending its borders.

"As a responsible country, we will continue promoting peace and stability in South Asia on the basis of equality and mutual respect," he added.

India Preparing For Limited War Against Pak: FO

SLAMABAD, Pakistan News: The foreign office has reacted strongly on Indian statement about nuclear war saying that India is preparing for limited war.
In a statement issued by the foreign office, Abdul Basit said India was working on a specific strategy. The statement of Indian Army Chief regarding the limited nuclear war is the clear signal of Indian ambitions of regional domination and nuclear aggression. The FO spokesman urged international community to take notice of this statement and India’s long-term resolves. Abdul Basit said Pakistan was fully capable of protecting its national sovereignty and borders.

    Pak scores in propaganda war

Shishir Arya, TNN 24 November 2009, 05:29am IST

NAGPUR: If it comes to claiming victories in wars, Pakistan certainly pips India, as the latter has opted to keep mum. A search on the Internet
    Twitter Facebook Share
    Email Print Save Comment
shows no `official' Indian record on any of the wars, except the Kashmir conflict of 1947-48. Pakistan, on the other hand, minces no words in relating how it made India taste defeat, for which our country has no official answer in the public domain.

War history remains not for public view at home. Until now, there has not been even a brief account of the post-1948 conflicts, including on the official website of the Indian Army (www.indianarmy.nic.in). The history section in the website has a note saying "post-1948 operations are classified, and hence not mentioned".

The website otherwise has stories on the Mahabharata, medial history, World War II and the Hyderabad Police action. When TOI contacted the defence ministry regarding this, it faxed a single line reply after a week, "The matter of publication of war history is under active consideration of the government."

The Pakistani Army, on the other hand, has elaborate commentaries of how it humiliated the much bigger Indian Army on many fronts. Apart from the website, a video documentary — Dastaan-e-Shujaat — on the 1965 war, produced by the Pakistan Army's public relation wing — the Inter Services Public Relations (ISPR) has been recently put up on YouTube.

A similar documentary by the Chinese, on the 1962 war, called the `Crushing Moment', is also available on YouTube. However, in India, the Sino-India war history is also classified, even though there is an indirect mention in the 1948 story that it proved to be a failure.

The Pakistan army website, www.pakistanarmy.gov.pk, is silent on the Kargil story, and so is India. However, there are ISPR documentaries on war heroes of that confrontation like one Havaldar Lalak Jan.

On the 1948 war, the Pakistani website says that by early 1949 "Pakistan had completed its formative stage, halting the Indian offensive, preventing it from totally overrunning Jammu and Kashmir and closing up to Pakistan's vital borders." The Indian version says the Pakistanis were driven away from many places and had it not been for the ceasefire, they would have been entirely repulsed. But it's only here that India has a reply to the Pakistani claim.

The Pakistani story on the 1965 history says it cost India dear. On the much talked about attack on Lahore by the Indians, the Pakistanis say, "To relieve pressure on the Lahore front, Pakistani armoured and mechanised formations overran Khemkarn, 6 to 8 miles inside Indian territory. Vital Indian positions at Sulemanki and across Rajasthan were captured in bold, swift attacks."

Pakistan claims to have captured 1,617 square miles of Indian Territory as compared to only 446 square miles of `undefended' area going into Indian hands. Its picture gallery has a photo of Indian POWs — mostly Sikhs soldiers playing a three-legged game in a Pakistani jail — and some others showing captured Indian areas. India called for a ceasefire, just before Pakistan planned a counter offensive, the Pak Army website says.

Though Pakistan accepts 1971 as the most tragic period in its history, and flays the leadership for the debacle, it also speaks of beating back the Indians on the western front. On the surrender, it says the first ceasefire resolution moved by the US was vetoed by erstwhile USSR. After this six resolutions for ceasefire and withdrawal of Indian forces were moved, including one by China. Some of these were accepted by Pakistan, however, behind the scene machinations by India and her allies stalled a ceasefire implementation till the fall of Dhaka. The ceasefire had been perfidiously converted into a surrender, claims Pakistan.

On Siachen, Pakstan claims its offensive brought India to the negotiation table in 1989, accepting all their conditions. The area was vacated and declared a de-militarised zone, it says.

There have been demands for declassifying Indian war documents, and defence analysts too say it is time to do so, or at least make a brief mention without going into much detail.

Former director general (artillery) Lt General Vinay Shanker says there is no reason why India should keep it an official secret for so long. If put in the public domain, there can be critical studies so that the past can be learnt from, he said. "If the facts are kept under wraps, we shall never learn," Shanker added.

Some experts say that the 1965 war is especially the stalemate, which has led to the silence. However, a former Indian Army officer of the rank of Major General clarified that Pakistan had taken some parts of the Khemkarn sector, but not the town as such.

Captain Bharat Verma of the Indian Defence Review had a similar opinion. He said that in 1965 India was on a winning spree but stopped in between. It also did not take advantage of its position after the 1971 conflict. The government must have a policy to declassify the documents after a period of 20 years or so, he suggested.

A senior government official said on condition of anonymity that during the rehearsals the army had always practised crossing the Ichogil Canal near Lahore. However, when it
actually needed to do so, the Pakistanis were able to keep the Indians at bay. Pakistani history too boasts of having prevented the Indians from crossing the canal.

So US is nagging India's tail again....first Manmohan Singh is in begging tour to US and than his Chief remarks! Let see what else General Kapoor has to say about Nuclear threat with limited war following his specific strategy for long-term ambitions?

Pakistan is confidently waiting for the overt attack....covert war is already being waged against the poor of us!

I mean what would General Kapoor's response be to this specific strategy, 'How about a limited war just only to blow-up Delhi?'

They could not handle a few Kalashnikovs and now they are shouting on rooftops that they are a superpower and need to be respected. Never knew that superpowers are not able to build anything, import everything and beg for titles... Blaiming on neighbours and shouting to destroy other is probably their only weapon. Barking dogs do not bite... But they are surely annoying.

Yes, this is the point. Taleban is in talks with US backed by Pak/KSA. Taleban assuring peace if US annouces withdrawal date. So who will be trapped inside with so called huge investment. The dream of encircling Pakistan would become a nightmare.Inshallah.

Indeed they plotted and planned. But it is all coming to naught. No one is feeling the heat more than India. Mumbai drama is long forgotten. US is now looking for an exit strategy from Afghanistan. Not only are they talking with Taliban (real ones), they want Taliban militias to provide security. Once they have propped these Taliban, they will find that the Taliban have switched sides--as usual. That is why this approach is said to be "risky." But that is all that they can do as the war is bankrupting the US, much like it did the USSR.

What is also of interest is that the new strategy for "AfPak" is being announced after Rah-e-Nijat's outcome became clear, Obama visited China to feel them out, and Singh visited Washington. China must have clearly told Obama, not to mess with Pakistan. China now has huge economic leverage with the US and Obama knows it. He is in a very difficult situation.

Meanwhile, Singh can do nothing but cry.

    FICCI report mentioning surgical strikes

Islamabad: Pakistan on Thursday expressed concern over a report by an Indian business lobby group that considers options like launching surgical strikes on the country, saying such views would not help foster peace in the region.

Responding to a question on the report titled "National Security and Terrorism" prepared by the Federation of Indian Chambers of Commerce and Industry, Foreign Office spokesman Abdul Basit said: "We regard such views as unhelpful to the cause of peace in South Asia".

"It is indeed unfortunate that FICCI has allowed itself to be carried away in the tide of opportunistic propaganda," he said.

Pakistan has "noted with deep concern" that the report "focuses on options including launching surgical strikes against Pakistan, stoppage of imports and restricting travel between the two countries," Basit said.

    Re: Pakistan-India Folder

    More from India:

'China-Pak military nexus a matter of serious concern'

New Delhi: China-Pakistan military nexus is a matter of serious concern for India, Union Defence Minister AK Antony said on Friday.

"The nexus between China and Pakistan in the military sphere remains an area of great concern. We have to carry out continuous appraisal of Chinese military capabilities and shape our responses accordingly. At the same time, we need to be vigilant at all times," he said at the Institute of Defence Studies and Analyses (IDSA) founders' day event here.

However, the Defence Minister said India was hopeful that China would reciprocate to its initiatives aimed at mutual prosperity and understanding.

"India wants to develop a friendly and cordial relationship with its neighbours including China. We continue our efforts. At the same time, there are issues that are a matter of concern to us," he later told reporters.

Slamming Pakistan for not putting an end to terror groups operating from its soil, he said that country has allowed them to thrive, demonstrating no will to act against such outfits.

India needs to "closely monitor" the developments in Pakistan, he said, noting "Islamabad must put an end to terror activities emanating from its soil. However, the terror infrastructure on the ground remains intact and is actually thriving.

"Pakistan is yet to demonstrate any will to take speedy action against terrorists and international criminals," he said.

Noting that India's profile was growing in the international arena, Antony said other nations were expecting much more from New Delhi for meeting some common challenges.

"We are making sincere and continuous efforts to resolve long-standing issues with our immediate neighbourhood.

We have always striven for peaceful relations with all our neighbours. As a vibrant democracy and a prospering economy, we cannot ignore the security calculus in the region," he said.

Antony said Prime Minister Manmohan Singh's willingness to resume dialogue with Pakistan must be seen in the context of India's eagerness for peace in the region.

On the security challenges faced by India, the Defence Minister said the government had already taken several steps for capacity-building of the armed forces "to meet the new and emerging challenges."

However, India will remain steadfast in its pursuit of regional and global peace, he added.

Later, replying to a query on the recent test-firing of Agni-II during night that failed, Antony said: "These types of tests are many times successful and sometimes a failure. We cannot expect success in all tests. We are absolutely confident that DRDO will be able to finally achieve the target at the earliest."

Asked if the failed test put a question mark on India's nuclear deterrence, the Defence Minister rubbished it saying: "It is absolutely not relevant."

India preparing to deal with low intensity conflict

Bangalore: Defence Research and Development Organisation today said unmanned aerial vehicles (UAVs) will play a key role in dealing with low intensity conflicts abetted by both internal elements and unfriendly neighbours.

"Our (India's) great neighbours not being really friendly be it in the west (Pakistan) or in the north-east (China)," P S Krishnan, Director of Aeronautical Development Establishment (ADE), a lab under DRDO, said.

In addition, he also touched upon internal challenges such as insurgency, militancy and naxal activities in parts of the state, all of which are grouped together as low intensity conflicts.

He was speaking at the 23rd national convention of aerospace engineers here.

Krishnan said one of the Chief Controllers of the DRDO had been specifically asked to look at low intensity conflicts and what solutions he can give.

"Obviously UAVs are going to play a very important role," he said.

ADE is the only lab in India which looks at the full spectrum of UAVs. The focus is also on "Nishant surveillance and reconnaissance UAV" developed by India to counter low intensity conflicts, Krishnan said.

UAVs also play a key role in disaster and flood management, he said.

India creating problems in anti-terror war: Sadiq

Updated at: 2045 PST, Friday, November 27, 2009
KABUL: Pakistan’s ambassador in Afghanistan Muhammed Sadiq Friday said India is creating problems in war against terrorism instead of facilitating it.

In an interview here, he said India should support the efforts put up by Pakistan against terrorism; but, the country is creating problems for Pakistan by spurring issues including water.

India is buttressing the terrorists and their activities instead of helping Pakistan and is providing weapons in Balochistan and Waziristan, he added.

Sadiq said India is on one hand providing arms and ammunitions to Taliban and on the other hand, it is pressuring Pakistan to put an end to terrorism.

India is not interested in Pakistan’s war against terrorism; this fact is vindicated by the fact that India supplies weapons to Taliban in Waziristan and into Balochistan, the Pakistan’s envoy maintained adding this is a misplaced policy and its bad effects will have to be suffered by not only Pakistan but India as well.

Sadiq asid India is peddling propaganda against Pakistan in Afghanistan; accordingly, the Pakistanis are not in good books of some in the establishment here, adding this is not the policy of Hamid Karzai; rather this is the policy of countries and their agents spending huge amounts of money in propaganda war against Pakistan.

Everyone knows who are these people, he added.

The most of the captured suicide bombers in Pakistan were Afghan nationals; the people beheading the Pakistani security personnel were found to be the same Afghan nationals, he asserted adding the man who cut the throats of 11 security men was an Afghan suicide bomber.

It is essential that Pak-Afghan border should be put under strict vigil, so that it could only legally be crossed, he strongly advised.

Pak traders blame Indian authorities' 'harassment' for huge losses during IITF

Islamabad, Nov.28 (ANI): Pakistani traders have accused Indian authorities of harassing them leading to them suffering huge losses in the just concluded India International Trade Fair at New Delhi.

They blamed the Indian intelligence agencies and customs authorities of deliberately creating hurdles for Pakistani traders, which affected their business to a great extent.

"The Indian authorities had made arrangements for clearance of goods at Pragati Maidan after shipment, but the authorities had no electronic devices to inspect marble products, therefore each piece was inspected manually, causing the maximum possible delay in their clearance for exhibition," said Mazhar Mufti, representative of the Federation of Pakistan Chambers of Commerce and Industry.

Mufti said Pakistani traders were not provided proper storage for their goods, and were issued only a limited number of gate passes.

He said Pakistani food products, handicrafts and marble products attracted huge crowds during the trade fair, but even the Indians were disappointed as they were not able to buy those things due to non-availability.

"The treatment meted out to Pakistani traders was unfortunate and they would leave Indian soil with great disappointment," The Daily Times quoted Mufti, as saying. (ANI)

    Re: Pakistan-India Folder

One of the few that is costructive and good when it comes to handling Indians delaying policies... I love that comment about picture moments...

PORT OF SPAIN: In an interview with CNN-IBN, Foreign Minister Shah Mehmood Qureshi said India has so far failed to respond to Pakistan's overtures on restarting the stalled composite dialogue process.

Qureshi emphasised that Islamabad was keen for New Delhi to respond and engage in a meaningful manner.

‘My roadmap of engagement for the future...they have to respond, they have failed to respond so far. Pakistan is interested in an engagement which is meaningful and result oriented…we are not interested in a photo opportunity,’ he said.

Commenting on the Indian government’s repeated allegations that Pakistan has failed to bring those behind the Mumbai attacks to justice, Qureshi said Pakistan has made responsible progress in the Mumbai attacks trial but evidence provided against Jamaatud Dawa cheif Hafiz Saeed was inadequate.

Responding to Manmohan Singh’s recent statement that if Pakistan abjures terror, he was ready to meet Pakistan more than half way on talks, Foreign Minister Qureshi said: ‘I think we have to get out of the old mindset. We have to realise that there is a great opportunity coming our way...if you want to limit the dialogue that will not be acceptable to Pakistan.’

He emphasised that both India and Pakistan need to look at the broader picture which demands co-operation and not confrontation.

‘Let us sit and talk, and talk as neighbours who have to co-exist; we have to help each other. The challenge…is too huge. I think you (India) are being myopic...you are being narrow minded…you have to look at the broader picture, and the broader picture demands co-operation and not confrontation,’ he concluded. — DawnNews

    Re: Pakistan-India Folder

Strategic alliance with USA helps India in fulfilling its grandeur plans to become the regional and world power. In 1971, Soviet Union had helped India in achieving a false military victory and in truncating Pakistan. Indians now hope that America would help in fulfilling their dream of either reducing Pakistan into an Indian satellite or removing it from the face of world map. It is in this context that Indo-US-UK-Israeli-Afghan nexus has been formed in Kabul which is dedicated towards harming Pakistan. Both covert means and media campaign are complementing each other to achieve stated objectives. The Indo-western media has embarked upon a malicious campaign to besmirch the reputation of institutions of Pakistan and project it as a failing state. All sorts of fairytales are fabricated and pasted in leading newspapers and magazines controlled by the Jews. Deadlines are given and each time the given the given date expires uneventfully; a new deadline of collapse of Pakistan is given with a heavy heart but with renewed hopes.

Several scenarios are in circulation ranging from truncation to break up in small quasi states. Independent Balochistan and Pashtunistan figure high in their fanciful plans. Each of the self-perceived scenario is linked to Islamic threat in northwest of Pakistan. One of the principle objectives of India is to weaken ISI and cut its long-arm capability drastically so that it is neither in a position to harm India through covert means or to provide first line defence to Pakistan effectively against external subversive threats. Pakistan specific Indian consulates in Afghanistan and tens of RAW infested training, educational and cultural centres have nothing else to do except to devise different means to cause harm to Pakistan and destabilise it.

To give concrete shape to the chalked out plans, the said nexus unfolded a comprehensive subversive plan in January 2002 to systematically destabilize Pakistan. Fuel was constantly sprinkled in interior Balochistan, FATA and Swat to inflame these regions. Brahamdagh Bugti based in Kandahar and patronized by RAW-CIA-RAAM is coordinating sabotage and subversion in Balochistan. Southern Punjab and Karachi are planned to be inflamed in the final phase to spread anarchy throughout the country so as to pave way for disablement of our nuclear weapons and to clear the way for India to launch its military instrument. Washington’s continued insistence to make India a key player in Afghanistan and to induct its 150,000 troops is meant to enable Indo-Afghan forces to exploit yet another avenue from the northwest and catch Pakistan in a double pincer.

Indian Cold Start doctrine envisages formation of battle groups supported by dedicated artillery, combat air support and tactical nuclear weapons. It perceives launching 15-16 limited attacks along the entire length of eastern border and Line of Control (LoC) with battle groups of two mechanised regiments and an armour regiment or vice versa. Each battle group is mandated to capture an objective of tactical importance and to exploit success as far as possible but remaining well away from core areas so as to restrain Pakistan from using its nuclear response. Having dispersed the defender on a wide front in battle of frontiers, trying to defend every inch of the territory, subject to successes achieved, and deflection or commitment of our strategic reserves, it would then launch main and secondary efforts with its strike formations in two sectors. Indian military would achieve air superiority in main effort area for a specific period of break in and break out battle towards deeper objectives.

After Mumbai attacks, India continues to remain in an offensive mode and is in no mood to recommence stalled peace talks. Pakistan’s concerted efforts spread over one year to make India see reason have gone in vain. Flustered and frustrated by quick successes achieved by Pakistan Army against Indian funded and trained terrorists in Swat and in South Waziristan, Indian leaders have taken a new line that runaway militants after getting defeated have become a security hazard for India. Since last May, they are wailing like a frightened child in anticipation to a self-imagined terrorist attack emanating from Pakistan on the pattern of Mumbai-like carnage. When asked to provide intelligence so that the mishap could be thwarted they refuse to divulge the basis of their anxiety. Indian media has alleged that Dave Headly and Tahawar Hussain Rana suspected for terrorism in USA were linked with Mumbai attacks and that Dave was observed sniffing around Indian nuclear sites. Accordingly, Indian authorities have sounded a red alert in affected areas where their nuclear material is stored to avert a possible attack. To further up the ante, Indian Army Chief Deepak Kapoor has sounded a warning that a limited war under the nuclear overhang is still very much a reality, at least in Indian subcontinent. Our foreign office spokesman rightly remarked that it reaffirms Indian dangerous and offensive nuclear doctrine.

In the wake of Pakistan going nuclear in 1998 in response to Indian nuclear blackmail, which has made the option of all out war almost impossible, Indian military has been feverishly working on its Cold Start doctrine which was shaped in consultation with Israeli military. The three services of India have also been acquiring latest state-of-art weapon systems from all over the world and upgrading its nuclear arsenal as a consequence of which the conventional and nuclear balance has tilted heavily in favour of India. Simultaneous to the efforts by the military, RAW has been hectically engaged in weakening and destabilising Pakistan from within. Its focus has been towards enfeebling and discrediting Pakistan Army and ISI. Application of military instrument has been made conditional to success achieved through covert operations against these two pillars. India observed the pulse of Pakistan for ten months in 2002 after manufacturing a terrorist attack on Indian parliament in December 2001 and again after Mumbai carnage in November 2008 that was also cooked up. Both times, it found Pakistan Army well poised and resilient and had to beat a retreat.

India may be visualising that this time Pakistan Army has got deeply embroiled in several troubled spots and is not in a position to withdraw as was the case last time. It is hoping that Pashtun and Baloch militants would be fighting Pakistan Army in case of war with India. It is satisfied with its successful policy of encirclement and destabilisation of Pakistan resulting in enfeeblement of its economy. It considers overall geo-political environment favourable. It considers the time ripe for devising another drama to justify its troop build up. The purpose will be:

    1. Coerce the leadership to extract further concessions as it had extorted after military standoff in 2002-03.

    2. Relieve pressure on Tehrik-e-Taliban and make it recapture lost ground.

    3. Demolish Balochistan package which has the potential of defusing separatist movement sponsored by India.

    4. Rejuvenate demoralised RAW agents operating within Pakistan.

    5. Force Pakistan to liquidate Lashkar-e-Taiba and Jaish-e-Muhammad and to hand over alleged culprits of Mumbai carnage to India.

    6. Force Pakistan to fight terrorism as dictated by USA and India.

    7. Further weaken economy of Pakistan.

    8. Force Pakistan to accept pre-eminence of India in Afghanistan and in the region and to allow its trade with Afghanistan through Wagah.

    9. Solve Kashmir dispute by accepting LoC as permanent border.

In case Pakistan refuse to be cowed down, it might initiate Cold Start but it would be subject to full assurance by USA that it would prevent Pakistan Army from assembly and move of nukes to deployment areas.

War game codenamed Azm-e-Nau was conducted to tackle emerging Indian threat along eastern front revolving around Cold Start but did not take into account possible ingress from western border and expansion of limited war into full-fledged war. In 1971 in East Pakistan, India first weakened Pakistan Army contingent through civil war and psychological operations. Indian military then induced threat perception which forced us to take up an exaggerated forward posture all along 1400 miles border to prevent any piece of land falling into enemy hands. Dispersed in penny packets we were strong nowhere. Indian offensive launched on 21 November from multiple directions succeeded in making 23 lodgement areas across the border. In our bid to liquidate or contain the ingresses we committed everything we had in the battle of frontiers. After an operational pause and having fixed our forces in compartments, Indian forces under massive air cover launched main, secondary and auxiliary offensives from three different directions on 4 December and raced towards Dacca. Making a dispassionate comparison of East Pakistan offensive with Cold Start one finds certain similarities.

Pakistan has already suffered grievously because of its exaggerated policy of appeasement and cannot afford to cede more ground and that too at the cost of its sovereignty and dignity. We need to condition our forces and structure them organisationally to fight two front wars together with internal threat in the southwest and northwest. Blissfully, Pakistan Army is in its finest trim and is in position to meet any challenge resolutely. Having found out foolproof evidence of involvement of RAW in aiding and abetting terrorism in Pakistan, and the US and UK complicit in the evil game of destabilising, denuclearising and balkanising Pakistan, should we still be imprudently calling these so-called friends as our well-wishers and relying on them? I have no doubt in my mind that the US would not betray Israel or India but would certainly betray Pakistan and leave it in a lurch once again.

Same go for Afghanistan under US puppet Karzai who has provided Afghan soil to foreign agencies for launching covert operations against Pakistan. He doesn’t realise that India, whom he considers as a sincere and dear friend is gradually working towards reducing Afghanistan into its client state. If US Administration is negotiating with Afghan Taliban, we have every right to keep in touch with them particularly after their worthy role in hour of crisis. While US military opted to vacate border check posts, Afghan Taliban refused to come to the aid of fake Taliban in South Waziristan.

How long will we follow humiliating policy of appeasement which is ruining Pakistan? Isn’t it high time to sound the bugle and chase out Blackwater type non-actors from the soil of Pakistan before they swoop at our nukes and whisk them away? We need to guard our nukes with utmost vigilance and cut those hands that try to get near them. Operation Rah-e-Nijat which has proceeded excellently should clear South Waziristan of the presence of hardcore local and foreign terrorists speedily. After returning extra forces to peace locations, process of rehabilitation of people of South Waziristan to be put into full gear. These assets must be handled with utmost care and affection. They deserve an even better package then Balochistan since none among them raised the slogan of separation or sought materialistic gains.
